Public Speaks Out on CIP

Between 30 and 40 parents from the Waterford area attended this
meeting. Five parents spoke and eloquently
voiced their issues with the proposed Capital Improvement Program
(CIP). The Board heard statements reminding all to be mindful of
the wonderful and unique situation we have in Waterford. Concerns
were voiced about traffic, water and how anyone could think that
875 children could fit on 10.6 acres. They heard how displacing our
children for two years is simply unacceptable.
The Waterford Foundation
was in attendance and the former president of the Foundation spoke
to clarify issues on what exactly is a National Historic Landmark
and the importance of this status to not only the commonwealth, but
to the nation.
The president of the Waterford Citizens Association
spoke to well water and ground water scarcity by referencing a study
by Loudoun County. In addition, he voiced the village's concerns
about the increase in traffic and quoted from recent VDOT studies
about traffic on Loyalty Road.
A member of the Small School Coalition
and former parent at Middleburg Elementary said that she shares these
concerns and is committed to helping Waterford in its efforts. In
addition, there were dozens of emails sent by both community members
and parents voicing more of the same. Above all, the Board heard
loud and clear that 875 is not the solution and that we need to conduct
a comprehensive community-based planning process before making any
further recommendations.
Mark Nuzzaco, Loudoun County
School Board, Catoctin District, opened
his remarks with the following motion that he will make tonight and
that I believe will pass:
Motion by Mark J. Nuzzaco:
"I move that the Superintendent's recommended FY 2007- 2012
CIP be amended in the FY 2008 year, by deleting the reference to "the
New Waterford Elementary School", and replacing it with "an
Enlarged Waterford Elementary School - capacity TBD", and
I further move that the Project amount and the Total amount for
an enlarged Waterford Elementary School at the current WES site
both remain at $25,550,000, with an opening date of 2009-2010 school
year."

In speaking on the motion I will discuss the "community-based" approach
we have already begun, and briefly highlight the key issues. I will mention this
at the Nov. 29, 2005 School Board meeting, but will make the motion at the Nov.
30 CIP work session.
